Which of the following most accurately describes the problem?

AN A licence for eight artics based in Liverpool to cover carriage of goods for Huntley and Palmer Ltd. in accordance with the terms of the present short-term six-vehicle B licence was granted to Road Services (Forth) Ltd. by the North Western deputy Licensing Authority, Mr. A. H. Jolliffe, on Wednesday.

The application had been amended: originally worded to cover carriage of general goods in Great Britain, there were several objections from road operators and British Railways.

Representing Road Services (Forth), a wholly owned subsidiary of Tayforth Ltd„ Mr. Campbell Wardlaw said that the six vehicles on short-term licence were not enough for the job of distributing biscuits.

Mr. G. C. C. Lindsay, of Huntley and Palmer, said that the company had decided to change from rail to road distribution this year. They did this reluctantly after consideration of an impending tariff rise and because British Railways could not meet requirements in the busy season. Traffic was increasing all the time and it was necessary to supplement the six B-licensed vehicles by two vehicles a day. Distribution is nation-wide to 40 depots and return journeys include the conveyance of empty tins and pallets.
