Which of the following most accurately describes the problem?

STRONG opposition from local authorities in the area is expected to be voiced against the fourth application for higher fares to be made since 1951 by the East Kent Road Car Co., Ltd. It is expected to be heard by the South Eastern Licensing Authority in October.

When the company successfully applied for increases in October, 1952, more than 20 local authorities objected on the ground that they were asking for more than was necessary.

The current proposals are that id. and Id. be added to single fares up to Is., with appropriate id. and 2d. rises in return fares up to Is. 7d. Quarterly season and scholars' term tickets would be increased, workmen's rates in Dover would rise from 4d. to 6d., and earlymorning fares would be abolished in Thanet.
