Which of the following most accurately describes the problem?

AN application was made by East Devon Gardens Association to the Western Licensing Authority last week to run a lorry under a B licence so that produce could be taken to Covent Garden within 18 hours of picking.

It was stated that British Road Services could not guarantee delivery at Covent Garden by 4 a.m. If such a guarantee could be given, existing services would be used; if it failed, full compensation for having lost the market would be demanded.

Mr. A. C. Fabyan VVin.deatt, for the Road Haulage Association, said that a similar application regarding produce from the Tamar Valley had failed because there were frequent trains from , there to London and other centres, The Authority urged that representatives of the R.H.A. and the railways should meet the chairman of the E.D.G.A_ and discuss how services could be improved. This was agreed.
