Which of the following most accurately describes the problem?

Defence (General) Regulations, 1939, the Minister of War Transport has made the Motor Vehicles (Speed Regulation) Order, 1943, which comes into force on September 1. Notwithstanding the provisions of 'Section 10 of, and the First Schedule to the Road Traffic Act, 1930, as amended by the Road Traffic Act, 1934:

(1) A motor tractor, heavy motorcar or motorcar drawing an agricultural trailer, the wheels of which are not fitted with pneumatic, soft or elastic tyres, may proceed at 10 m.p.h., if (a) all the wheels of the drawing vehicle have pneumatic, soft or elastic tyres; (b) each tyre of the trailer is smoothsoled and not less than 4 ins, wide, with its edges rounded to a radius of not less than On.: (c) the total weight transmitted to the road by any two wheels of the trailer its line transversely does not exceed 4 tons; (d) suitable and efficient springs be fitted between each wheel and trailer frame, (2) A passenger vehicle, which is a motorcar constructed to carry not more than seven persons exclusive of driver, when drawing a gas trailer, shall be subject to no limit of speed imposed by that Section and Schedule, if all the wheels of the drawing vehicle and trailerbe pneumatic-tyred.

Nothing in paragraph (2), however, shall affect the obligation of the driver to observe speed limits applicable in built-up areas.

The Road Vehicles (Fire Brigade Trailer Pumps) Order, 1939, and the Motor Vehicles '(Speed Regulation) Order, 1941, are revoked.
