Which of the following most accurately describes the problem?

• The EC Commission says that Britain's derogation permitting lower weights for two, three and four-axle lorries should end on 31 December 1996.

It has decided not to follow advice from the European Parliament Transport Committee, which voted a month ago to end the derogation for larger vehicles in December 1992.

EC transport ministers are expected to overrule British objections and accept the proposal by a qualified majority in June.

Meanwhile, Britain and Ire land will be allowed to impose weights which are generally a tonne lower than those allowed in other EC countries, while bridges are strengthened.

The EC Commission is also proposing that 1996 should be the cut-off date for larger 40tonne trucks with five and six-axles.
