Which of the following most accurately describes the problem?

• Delays at Liverpool's Royal Seaforth Container Terminal should be resolved soon, says Bill Bowley, secretary of Mersey Docks and Harbour Company, who blames delays since the beginning of this year on documentation problems with two new shipping lines. The RHA's Bob Crossley says the terminal still seems incapable of handling peak periods.

Dock company managing director Trevor Furlong warns: "We have advised hauliers that if a vehicle arrives with incorrect documentation we reserve the right to turn it away." The terminal is delivering up to 500 containers a day.
