Which of the following most accurately describes the problem?

INTERNATIONAL drivers who break road traffic regulations in Belgium will need to carry plenty of cash or credit cards with them in the future as the Belgian Parliament has decided to impose onthe-spot fines on drivers of commercial vehicles as well as private cars.

If a driver refuses to pay and the case goes to court, he must pay a deposit on the spot to cover an eventual fine and legal costs.

Again, the driver can refuse but his vehicle will be im pounded and the operator will be given 96 hours in which to recover it by paying.

Finally, the Belgian authorities have been given powers to sell the vehicle to cover the fine if it is unpaid after 41 days.
