Which of the following most accurately describes the problem?

One of the major issues in the General Election campaign, now happily in its last few days, has been the use of union power. The Tories have promised a more controlled state of affairs in industrial relations. The Socialists have based their appeal on co-operation. The unions — Messrs Evans, McGaghey and Gormley — have joined in the campaigning with threats.

The British Institute of Management and the Institute of Directors have been until now strangely silent. This follows the role they have played in the last 20 years as management has abdicated its responsibilities all down the trade union line to shop steward level.

There is need for neither legislation nor concordat if both management and labour recognise not only their own responsibilities but those of the other side. There should be no need for management to tell unions to control their members — the "members" are first of all employees. It is management's job to control.

In the economically successful countries managers still manage and trade unions look after the workforce without the threat of muscle power. What the next British Government must do is foster a spirit of co-operation between the workforce and management and let them develop it themselves.
