Which of the following most accurately describes the problem?

AN APPLICATION to relocate an Alder Valley stage carriage bus top to a busy shopping street in a Reading shopping centre has been granted by the South Eastern Traffic Commissioners despite fears of passenger abstraction from the local municipal bus undertaking.

The written decision of the Traffic Commissioners follows an application in September last year to vary certain routes into the town centre.

Alder Valley supported its application with the results of an on-bus survey that showed that 82 per cent of its passengers would prefer to alight from their bus in Broad Street.

Berkshire County Council also agreed in principle to all buses having access to Broad Street although Reading Borough Council objected on the grounds that more buses using the route would increase traffic congestion.

Reading Borough Transport objected to the changes as it was felt that it might abstract passengers from its own services.

The Commissioners arrived at the general conclusion that it was in the public interest for Alder Valley to divert a route to use an alighting only bus stop to be sited at the street in question for services to arrive before 1530 hours after the expiration of the statutory period allowed for lodging on approval against the decision.
