Which of the following most accurately describes the problem?

• Three overloading offences — two on the same day with the same vehicle — brought a 27-vehicle fleet company before the Eastern LA, Mr H. E. Robson, at Peterborough on Tuesday, under Section 69.

The company, Corbould Bros Ltd, King's Lynn, Norfolk, represented by its commercial director, Mr Frederick Feetum, said that it specialized in carrying sugarbeet from farm to factory. Mr Feetum admitted convictions for overloads of 3 tons 4cwt, 1 ton 14ewt and 1 ton 4cwt.

He said it was exceptionally difficult to gauge the weight of sugarbeet which varied from field to field. The driver involved had 22 years' experience in handling beet but could still not be certain of a load's weight. Of the second of two offences committed in one day, the driver Mr Frederick Barker said he could easily have avoided the weight check by turning away from the check point. He had not done so as he was sure he was within the limit.

Suspending one vehicle for one month, Mr Robson said he was convinced the company has taken steps to prevent a recurrence. He warned that there would be more examiners and more checks later this year.
