Which of the following most accurately describes the problem?

• Robert Dalgleish, trading as Bobbies' Coaches, of Greenock is to give local disco dancers their own 2am bus service.

Mr Dalgleish asked the Scottish Traffic Commissioners last week to grant a new service of express carriages between George Square in the centre of Greenock and Port Glasgow, Gourock, Greenock Local and Upper Greenock.

He pointed out that teenagers from these areas of the Clyde Firth attended a discotheque in the town. And although they could travel in, there was no service home in the early morning. Local SMT service ended about 11.30 and no objection had been raised by the bus company when the application was listed.

Without a service, some of the teenagers would have an hour's walk home and there was the danger of assault, he added.

Mr Dalgleish has four vehicles — a mini bus, a 24-, 29and 49-seater. He is engaged in private hire work but has no psv licence. He proposed a charge of 20p for the early morning run, and the service would be restricted to a pick-up point at the disco.

Granting the application, Mr A. B. Birnie said it would be silly to adhere strictly to the designated dropping points if a need was shown. But Mr Dalgleish must apply for additional points needed, and not operate without approval.
