Which of the following most accurately describes the problem?

• After consideration of recommendations from members all over the country, the highways and traffic committee of the Road Haulage Association has recommended to the Department of the Environment a short list of 16 roads which should have special building priority. The roads are: Al6 — between Grimsby and Peterborough, with special attention to by-passes of Louth and Spalding.

A46 — from Grimsby to Lincoln. A64 — from Tadcaster to York. London Inner Ringway.

Access to Shoreham Docks.

A47 — from Peterborough to Yarmouth, via King's Lynn up to dual carriageway standard.

The RHA has also sent to the Department two suggestions for improving safety on motorways particularly in fog.

The main recommendation is that the number of each exit should be painted on the second and third lane a mile before the exit. By this means it would be possible when heavy vehicles were occupying the near-side lane for drivers of cars in the outer lanes to be made aware that they were approaching an exit even when fog did not allow them to see the signboards.

The second proposal is that carriageway markings should include an indication of an impending reduction in the number of lanes.
