Which of the following most accurately describes the problem?

THE cleansing department of Islington Borough Council is to be

modernized. The refuse collection system is to be brought up to date, if the cleansing committee's recommendation be approved, by the purchase of 21 S.D. Freighter 3-tonners with allsteel bodies tipped by means of hydraulic gear.

With a view to improving the system, £1,500 has been included in the rates, every half-year, to provide for the purchase of two vehicles. This method of modernization is, however slow, and the committee has reached the conclusion that a loan of R14,250 should be obtained ro enable the old high-loadinglevel electrics to be replaced, in the near future, by up-to-date low-loading petrol-engiued machines.

menting with the beat system of street sweeping, with a view to bringing the. cleansing undertaking into line with modern practice. The arrangement has proved to be highly satisfactory and. has resulted in a considerable increase in the area swept, besides permitting of the more frequent sweeping hi: certain roads.

The committee has approved the suggestion of the cleansing superintendent that metal containers be fitted to the orderly barrows, so that the bins can be deposited at convenient points to await the arrival of the vehicle collecting the sweepings. It is also recommended that the Capital Motor Co. should supply a Bedford 2-tonner, equipped with sliding metal shutters, to replace . certain horsed carts at present engaged in collecting street sweepings.
