Which of the following most accurately describes the problem?

• Michael Meacher has been ousted as shadow transport secretary after only a year in the job and has been replaced by Labour's former spokesperson for women, Clare Short.

Short, MP for Birmingham Ladywood, is Labour's first female transport spokesperson since Barbara Castle in the sixties, and is one of two new entrants to the shadow cabinet. Her previous briefs have included employment, social security and environment protection. Meacher. despite polling two votes more than Short, has been demoted to the post of chief spokesperson on employment.

Short's deputy will be Brian Wilson, who returns to the shadow transport team after a time as a party spokesman on industry. Wilson failed to be elected to the shadow cabinet but has impressed the Labour leadership in his running of the campaign against the railways privatisation bill. Joan Walley, Labour's spokesperson for roads for the past four years, has been replaced by Graham Allen.
