• Hauliers in London could be asked to pay road charges to ease congestion on deliveries under a L23bn plan to improve the capital's transport network over the next 15 years.

The London First programme, the work of a consortium of London companies and local government, claims the effect of road congestion on the delivery of goods and services is one of the biggest problems facing the capital's businesses.

It calls for measures to make journey times inure predictable and is to work with the Freight Transport Association to find ways of managing deliveries more efficiently by spring 1996.
