Which of the following most accurately describes the problem?

• Controversial plans to expand private road schemes in Britain have been put on hold by the Government.

Transport secretary Cecil Parkinson has been forced to delay the introduction of new town routes until after the next general election. The original plan to increase the number of privately-funded roads was unveiled by the former transport secretary Paul Channon last May, when he announced that the Birmingham Northern relief road would be the first route to come under private operation, with plans for a new Birmingham-Manchester motorway following in the 1990s.

But senior ministers have decided that legislation necessary to put the plan into effect will not now be included in the legislative programme for the new parliamentary session which starts on 21 November.
