Which of the following most accurately describes the problem?

• In granting a new PSV 0licence to Michael Elkins, former partner i Bromsgrove-based Redline Bus, West Midland Traffic Commissioner John Mervyn Pugh has warned of the consequence of a "bus war" breal ing out with the other former partner, Stanley Pemberton.

Elkins, trading as Kingfishei Bus & Coach, of Redditch, ha applied for a licence authorisin the operation of seven double. deckers and a single-decker.

Commenting on a previous battle with Midland Red (West), (CM 28 April-4 May and 12-18 May 1988,) Elkins said that the atmosphere had been a lot better since he had been operating on his own.

Mervyn Pugh said he could not involve himself in any dispute between the partners, bi he would be concerned if Pert berton was granted a licence and a "bus war" broke out. It was up to Elkins to look to th quality of his own service.
