Which of the following most accurately describes the problem?

THE GREATER L.oni. I on Council is now allowing both of the industry's trade ;tssociations to be represented on its lorry ban independent appeals advisory committee. Until now it had insisted on a joint nominee.

The FTA and RHA have both welcomed the news, although the ETA continues to call the advisory committee a "paper tiger", with no powers of decision.

If an operator is relused an exemption permit from the proposed night and weekend ban for lorries over ló.5 tonnes, and appeals, the final decision is still with the GLC 's transport committee, it says.

The RHA has said that it will keep the agreed joint candidate. Ted Hains from MO, as its representative, leaving the PTA to nominate a new one tbr itself.

• The GLC has increased the committee's •size from six members to 10 following pressure from the Transport and General Workers' Union. The TGWU refused to accept the United Road Transport Union, and Us daw, the shopworkers' union representative, and insisted on its London regional secretary, John. Moore.

So now there arc to he two union representatives. Moore

and Usdaw's transport committee chairman, Richard McSephney.

The two London borough associations, the Conserva tive-dominated London Boroughs' Association, and the Labour-led Association of London Authorities, are also being allowed a representative each. And there is also to be a second resident/environment nominee.

• The result of the Government's appeal against the GLC's lorry ban is expected shortly. Then operators will know if the ban will come in, as the GEC wishes, on December 15.

Of the 2,000 exemption permit applications received by thc GLC around 700 have been processed.
