Which of the following most accurately describes the problem?

TRANSPORT Minister Norman Fowler reaffirmed his commitment to denationalise the National Freight Corporation this week when he opened CM's Fleet Management Conference.

He said that he was determined to remove the hand of Government from the haulage industry and make sure that there was fair competition between the modes of transport and between operators.

Government"has no place in road haulage let alone in family removals, cold storage and waste disposal.

The new Transport Bill would be introduced to Parliament "very shortly" and it would contain the proposals to sell shares in the NFC in its reconstituted form.

"This move makes sense from every point of view and the new corporation will have a strong and secure future in the private sector," said Mr Fowler.
