BRITAIN'S first penalty-fares scheme took effect on October 22 when Merseyside PTE introduced a new fares scale.
To deter over-riders — who cost MPTE at least £2.5m each year — a new fares scale ranging from 9p to 84p is being introduced alongside the standard 6p to 80p scale.
Where a passenger does over-ride or travels without a ticket, he or she must pay the difference between the paid portion and the excess rate. Normally, this is about 50 per cent.
The undertaking is increasing the number of on-bus inspectors and MPTE is launching a publicity campaign to deter over-riding.
Merseyside insists that the new scale is not a fining system, but just a way of making those who abuse transport pay the economic rate.
