Which of the following most accurately describes the problem?

A 24 HOUR express parcels service has been launched by the London region of Roadline, the National Freight Corporation company.

Called Roadline London Express, the service was launched on Monday this week. Parcels consigned via any of the 11 Roadline London region depots (which includes Heathrow and Gatwick airports) and destined for anywhere in an area covering all south-east England as far west as Dorset, Warwickshire and Shropshire, and as far north as Cheshire and Humberside, are guaranteed to be delivered within 24 hours.

Deliveries from the London area for the rest of England (the south-west and most of northern England) plus the southern half of Wales are guaranteed to be made within 48 hours. Parcels for North Wales and Northumberland are guaranteed to arrive within 72 hours. If any of these guarantees are not fulfilled, Roadline refunds the delivery charge.

This London Express service is offered only for parcels consigned in the London area, but after overnight trunking to other regions' key depots the parcels are distributed by local regional vehicles. Parcels carried are restricted to those which can be handled by one man, but exclude parcels for delivery to docks, wharves. farms or private addresses.

The London region is the last Roadline region to entet this express parcels market.
