Which of the following most accurately describes the problem?

WHEN the new automatic toll collection system settles down vehicles will get through the tunnels more quickly, Richard Middleton, group leader, Mersey Tunnels, told Merseyside Chamber of Commerce and Industry council.

Mr Middleton admitted there were teething problems but these were being resolved. Until the system was working satisfactorily at the Kingsway Liverpool-Wallasey Tunnel they would not take delivery of the system for the Queensway Liverpool-Birkenhead tunnel but this would probably start in early December.

Regular users were being urged to buy in advance magnetic cards, available in denominations between £4 and £64. By buying these cards or having the right money, drivers would get through faster.

Mr Middleton said steps were being taken to improve the signposting system with a colour code arrangement.

Although a variable toll with off-peak concessions for private cars was proposed, the charge for commercial vehicles over 3.5 tonnes would remain at £1.
