THE DEPARTMENT of the Environment is already planning new arrangements for waste disposal, after the Greater London Council and the metropolitan authorities have been abolished in 1986.

In a consultative document the DoE has called for co-operation between local authorities in setting up the future organisation of waste disposal. It called for long-term planning to take in a wide enough area and urged the continued development and use of new technology to recover materials and energy from waste.

The DoE stated that private sector influences should be increased and suggested: an increase in the number of private companies involved with the operation of existing and future facilities and disposal routes: more partnership arrangements with the private sector, involving the joint planning and provision of facilities; and use of a private contractor to plan, organise and implement waste disposal arrangements under the authority of local authorities.

The paper discussed ways in which councils could set up voluntary joint arrangements. This could vary from being just co-ordination with all the functions being dealt with by individual authorities to being fully executive, with staff seconded from councils to form a team working directly under the authority of a voluntary joint committee.
