Which of the following most accurately describes the problem?

A GREATER London Council plan to impose a system of permits for hauliers bringing lorries into London was expected to be approved by a meeting of the full council as CM went to press this week.

The plan (CM November 12) was heard by the GLC transsport committee on November 9 and they agreed to pass it to the full council for approval.

It has been proposed to replace a plan to ban lorries over a certain length from entering London between 7am to 7pm. That plan has now been abandoned.

At the transport committee meeting Labour councillor and haulier Mr T, A. Jenkin son told the committee that the best way out of the lorry routes wrangle was to impose a scheme that compelled lorries to keep to the bus routes.

The council will also be looking at plans for zones throughout London where lorries would be completely banned from residential areas.
