Which of the following most accurately describes the problem?

APPREHENSION about the possibility of Waste Disposal Authorities applying dual standards to site licensing was voiced by two out of three speakers at the seminar held by the National Association of Waste Disposal Contractors (NAWDAC) at the Public Works Congress in Birmingharne last week.

Perhaps the strongest plea for commpn standards between the public and private sectors came from Mr D. H. Thomas, a director of ReChem International Ltd.

Criteria for site licensing must be common to both sectors to he seen to be fair to all operators involved, he said.

Speaking about the future of waste disposal, Mr C. B. Cope, development director of Polymeric Treatments Ltd, also expressed the concern of the private sector that dual standards should not be applied.

Despite assurances from Government committees and county officers, the threat was a very real one. Costs for eliminating contingent risks were critical for the private operator, but a local authority was able to tolerate a higher risk and absorb the remedial costs if they arose.
