Which of the following most accurately describes the problem?

• A licence for two vehicles and one trailer was granted for a period of two years only to Closworth Transport of Closworth when the company appeared before the Western LA in Bristol last week. An inquiry under Section 69 was not proceeded with.

Representing the company, Mr T. D. Corpe said that the proprietor's husband. Mr Taylor, had previously been the proprietor of W. T. Taylor and Son and at one time had operated seven vehicles and eight trailers. He, however, was an undischarged bankrupt and was now employed as a driver by the applicant. Mr Taylor's company no longer existed and Closworth Transport commenced with two vehicles after the receiving order against Mr Taylor in August 1970.

The Section 69 inquiry had been initiated because of the inadequacy of the records system. However, the LA felt that the company had truly believed that the system being used was correct and he emphasized that the licence limit of two years would enable the company to ensure that proper records would be kept.
