Which of the following most accurately describes the problem?

TO avoid distress and suffering among young animals, and delays in arrival at markets, livestock vehicles should be stopped in roadside checks only when empty, or should be examined at operators' premises. This Northern areasponsored recommendation by the livestock committee was approved by the RHA executive committee on Wednesday, and is to be passed to the Ministry of Transport.

The executive was also told that at a recent meeting discussing a draft convention for the international carriage of livestock, Britain's conditions of road carriage were held up as a model, and may be used as a basis for international recommendations.

On vehicle security, some executive committee members commented on the scarcity of guarded lorry parks, notably in Birmingham, and the vehicles security committee is to examine this again soon.

Progress on implementing Conference resolutions was reported. The Ministry's method of assessing and publicizing GV9 figures is to be examined by the vehicles and highways committee at its next meeting, while the suggested technical training scheme is being looked at by the industrial training sub-committee of the labour relations committee, and the recommended use of speed and time recorders is to form part of the labour committee's review of the whole field.
