Which of the following most accurately describes the problem?

• The French Department of Transport says the first prison sentences for drivers hours offences will be introduced by August. Sentences of up to a year could then be imposed by the French courts for driving excess hours and taking inadequatc rest periods, disconnecting speed limiters and tachograph fraud.

The measures, contained in a package of 16 proposals to clean up the industry, are currently before France's Supreme Court, the Conseil d'Etat.

• The M2 coach tragedy has led to a member of the House of Lords raising the issue of whether speed limiters should be subjected to periodical functional tests. Earl James Lindsay laid down a written question on 17 May alter it was discovered that the coach in the M2 disaster was operating with a disconnected speed limiter. He is awaiting an imminent reply from Lord John MacKay. Speed limiter manufacturer Lucas Kienzle has been trying to persuade ministers that the current visual test of speed limiters is not enough.
