Which of the following most accurately describes the problem?

• A bid for a licence for eight vehicles and five trailers, by Quarry Garage (Branton) has been adjourned for the second time by North Eastern Deputy Licensing Authority Norman Moody.

In March the Doncasterbased company's application was adjourned after its representative walked out of a public inquiry and failed to return (CM March 24-30.) Last week Moody adjourned the hearing for a month to allow the production of further financial information.

The DLA is also considering the company's repute, in the light of convictions for the fraudulent use of an excise licence, using a vehicle with an uncalibrated tachograph, failing to ensure the production of tachograph records, operating without an 0-licence, and the conviction of its transport manager, Roy Smith, on three offences relating to the forgery of MoT test certificates.

For the company, it was conceded that Smith had initially denied being convicted. He now fully accepted responsibility and realised that he had been stupid in his denial, the DLA was told, without realising the seriousness of what he was doing. The convictions were for offences relating to motor cars and he had not considered them relevant to the company's haulage operation.

Having been through the courts and before the DLA, he now realised that he must adopt a more responsible attitude in the future.
