• Nottinghamshire livestock haulier Ken Lane Transport has lost its 0-licence. Eastern Licensing Authority Brigadier Compton Boyd has scrapped its 17-vehicle/25-trailer licence because he believes the firm has lost its good repute.
Boyd had reserved his decision after disciplinary proceedings in March (CM 7-13 April) at which he was assisted by a financial assessor appointed by the Secretary of State for Transport
In his written decision to end the licence, the LA described how the company had appeared at a public inquiry in March 1986 when the LA, Kenneth Peter, had revoked its licence, and issued a fresh licence for 12 months only. Since then there had been 17 convictions for overloading, one for an insecure load, one for a tachograph offence, one for a trailer in a dangerous condition, one for an over-length vehicle, one for using a vehicle while under a prohibition, nine for the nonpayment of vehicle excise duty, and two concerning the transit of animals.
Those nine further offences clearly reflected on the company's fitness to hold a licence, said Boyd. Indeed, the first offence was committed less than a month after the last public inquiry. All three directors admitted equal responsibility and gave no other excuse other than a lack of financial resources.
