The system was revealed during the committee stage of the Finance Bill by Treasury Minister Barney Hayhoe. He told MPs that, by using proper computer accounting, traders would be able to supply Customs and Excise with simplified informa tion to accelerate clearance of imports and enable them to pay duty later.

The system will only be available to traders who can satisfy Customs and Excise that they have a complete inventory of imports and a computer accounting system to calculate the duty.

The provisions are in line with an EEC directive which although permissive was being strongly supported by the Commission.
