Which of the following most accurately describes the problem?

SWITZERLAND'S proposal to follow Italy and France in charging for the use of motorways by levying a £10 toll next January has caused a flutter in Pall Mall. The Royal Automobile Club thinks Britain should do a Gaddafi and repay in kind with a tax on Swiss drivers entering Britain.

Before Britain can come the heavy over Continental tolls it will have to withdraw tolls on the Dartford Tunnel on M25, the Severn Bridge on M4, the Erskine Bridge over the Clyde, the Mersey Tunnels and on the Humber Bridge, which alone is incurring interest of £44a minute.

Bridge users and unhappy ratepayers can never hope to find this kind of money and the sensible thing is to write off the cost of this and other river crossings. Until Britain quits its glasshouse it will be unwise to throw stones at others.
