Which of the following most accurately describes the problem?

IN HIS keynote address to the Institute of Road Transport Engineers conference last week, Lord Stokes of Leyland, the IRTE president, spoke of some imminent changes at the institute.

Secretary Tony Fletcher will retire next year as will Bob Davy, assistant secretary (education and training).

Lord Stokes will hand over the presidency in October this year to Sir James Duncan, chairman of the Transport Development Group.

Lord Stokes said that during his term of office he had been "encouraged by the enthusiasm

of the IRTE. Transport engineers have a heavy responsibility and we operate constantly in sight of the public who tend to take commercial vehicles and buses for granted. Without virile and adaptive transport this country would grind to a halt."
