Which of the following most accurately describes the problem?

The West Midlands Council's policy and priorities committee has approved the plan to raise bus fares by around 15.2 per cent and rail fares "by rather more". The rises have still to be approved by the transport committee and by the full council.

A WMPTE spokesman told CM last week: "We will implement the fares increase as soon as we can get a hearing. That might be in August, as happened last year."

The council appears to be agreed that the minimum 7p and 10p fares should not be altered, but Travelcards are expected to go up by 20 per cent. The PTE spokesman told CM that other details of new fares would probably be decided by the commercial department over the next few days.

Council Labour group leader Gordon Morgan has criticised the proposals for "penalising the poorest section of the community."

In reply council leader John Taylor said: "Those passengers who will meet the higher levels of increase this year will be those who had lovVer rates of increase last year."
