Which of the following most accurately describes the problem?

AN OWN account operator complained at Grays Magistrates Court last week that its allocation of international permits was too small.

"Our allocation is so minimal," said Mr Hewitt of Dand W. Fruiterers (Wholesale) Ltd, "that we'd run out within a week if we used them for every journey."

The company entered pleas of guilty to three charges of using a vehicle on international journeys without proper permits and was fined E225 plus costs.

The illegalities were uncovered by Kent Police on three occasons last year as part of a joint investigation with the Traffic Commissioners into international journeys.

Police saW Mr Hewitt in September last year when he admitted the offences and made no attempt to deny the accusations.

Sintilar cases against three other operators will be heard at a later date.
