Which of the following most accurately describes the problem?

BRIDGE and tunnel tolls have become inconsistent and should be reviewed, the Freight Transport Association has told Transport Minister William Rodgers.

It says that changes of circumstances over the years have occurred since the facilities were authorised originally. For instance, the Dartford Tunnel is to become part of the M25 London orbital motorway.

Other bridges stand little chance of ever repaying their debt. The little-used Erskine Bridge across the Clyde is singled out in this respect and the FTA regards the proposed tolls for the Humber Bridge as being so high as to be regarded as an "enormous deterrent."

The FTA does not support a complete abolition of tolls. It feels support for such action stems mainly from groups which feel vulnerable due to their geographical position.

"FTA recognises that writing off tolls would be neither easy nor cheap," it says, "nor would it Wish to preclude for ever the possibility that Parliament might decide to established further localised toil facilities."

In calling for a public examination of tolls policy, FTA believes that all the relevant facts will be brought to light.
