Which of the following most accurately describes the problem?

• London hauliers face the cost of new liveries and stationery when the capital's dialling codes change for the third time in 10 years.

From 22 April 2000 all London numbers will be prefixed 020, replacing 0181 and 0171 numbers.

Operators in Cardiff, Coventry, Portsmouth, Southampton and Northern Ireland will also get an 02 prefix. Seven million mobile phone numbers will change to begin with 07, while big companies will be assigned an 05 prefix. Free and local-rate calls will begin 08 with 09 for premium rate.

A survey commissioned by the phone companies has found that half the UK's small and medium-sized businesses will be inconvenienced by the changes; one in eight describe it as a "major headache".
