Which of the following most accurately describes the problem?

• In an effort to persuade more motorists to leave their cars at home and use buses instead, higher bus frequencies and reduced fares will be offered in the second stage of an experiment in Stevenage to start this summer. London Country Buses will replace their o-m-o 809 service with an upgraded ordinary service from C hells to Stevenage town centre and industrial area, run in conjunction with the Blue Arrow service. This second stage will not involve pre-booking.
