Which of the following most accurately describes the problem?

evasion,

• A public inquiry was adjourned in Manchester on Tuesday June 23 by the North Western deputy LA Mr H. Jolliffe, after he had been told that the applicant, Kaye Goodfellow and Co (Transport Consultants) Ltd. applying to add six 7+-ton artics and six trailers to an A licence, had also made a separate application for 20 vehicles on a Contract A licence.

Mr J. S. Lawton, representing some of the objectors, said that two days after having been refused short-term grants by the LA in Manchester, on May 14 1970, the company had applied for the Contract A licence as a means of evading the LA's decision.

Mr Jaffe said that the inquiry would be resumed sometime after the Contract A licence application had been dealt with.
