Which of the following most accurately describes the problem?

• The Freight Transport Association, commenting on the MoT speed limit proposals, welcomes the increase to 50 mph for light vans and accepts, subject to review in 1972, the reduction to 60 mph for heavy vehicles on motorways. It says it is unable to accept the weight ratio for vehicle trailer combinations, and, in addition, proposes increases for hgv on dual carriageways and for drawbar trailer outfits.

The FTA reiterates its Green Paper comment that the limit for heavies on dual carriageway roads should be increased from 40 mph to 50 mph.

'Ile weight ratio and increased speed limit proposal for overrun brake vehicle trailer combinations should be withdrawn at least so far as they affect industrial and commercial operations, says the FTA. As currently phrased, they would cause serious inconvenience and give rise to considerable extra cost for operators who tow overrun brake trailers behind light vans, particularly Land-Rovers. If the proposal was implemented it would not be practical in many cases to use heavier vehicles in view of the terrain to be negotiated.

The FTA proposes that the limit for, heavy vehicle drawbar trailer combinations should be raised from 30 to 40 mph.
