Which of the following most accurately describes the problem?

• Believing that tipping rates generally throughout Britain are too low to be economic, the London-based Sand and Ballast Hauliers and Allied Trades Alliance decided this week to go national. Invitations have been sent to all tipping groups to meet SABHATA officers, and meetings are being arranged in London, Birmingham, Manchester and Leeds.

The Alliance was formed in 1967 and represents 160 tipper operators in and around London; it has been engaged in the elimination of pirate operators in the Metropolitan area (CM February 10 1967) and been successful to a large extent; referring to this, Mr T. H. Thirkell, secretary and executive officer, said that

now pirates were appearing in other areas, adversely affecting tipping rates. In the London area rates had increased by 80 per cent during the past three years.

SABHATA intends to organize on a regional basis with offices and a "troubleshooter" in each MoT traffic area.

Mr Thirkell has already heard that Leicestershire Hauliers Ltd (700 vehicles), Weardale Hauliers Alliance (69), and Clyde Hiring Co (260) will be attending meetings, and expects further acceptances within the next few days. He said that SABHATA was the only specialist body catering for tipper operators.

"The Road Haulage Association is too ponderous and diversified to represent truly tipper operators. Action against pirate operation must be immediate and the RHA is not geared to move fast enough," he added. But SABHATA wanted to cooperate with the RHA. "We can be likened to commandoes in the field of tipping operation," he explained. "Area committees of SABHATA will have direct representation on its council and the local troubleshooters will be given full authority to take immediate action on members' complaints," The. Alliance membership includes nationally known companies like Hales Containers Ltd, Hall and Co Ltd, William Truckell Ltd, Saunders Transport Ltd, A. E. Genet Ltd, and Syd Bishop and Sons (Demolition) Ltd.
