Which of the following most accurately describes the problem?

• Out of 1507 hgv drivers tested during a five-week period in March and April, 564 failed—and they committed 3600 serious or dangerous faults. These figures were released by the MoT this week.

During 54 tests the examiner took action in the interests of safety.

Common causes of failure involved: 17 Procedure at junctions (including crossroads and roundabouts)—eg selection of gears, positioning of vehicle and observation (including use of mirrors); number of faults-540. Ei Controls—eg use of gears and steering; 508 faults.

El Use of mirrors—before signalling, changing direction and/or speed, or before overtaking; 435 faults.

An analysis of the survey was displayed during a series of open-days at the MoT Driving Establishment, Harmondsworth, when nearly 200 operators' and trades union's representatives watched demonstrations of the test, and the training of examiners.
