Which of the following most accurately describes the problem?

As a result of its experience with the Leyland Hippo during the past 18 months, the South African Railways have ordered a further 26 Leyland three-axle chassis, each capable of carrying 25,000 lb. Unlike most of the chassis shipped to South Africa by the Leyland concern, the S.A.R. have again ordered petrol-engined vehicles.

Although they follow the general design of the Hippo chassis used in this country, the vehicles ordered have a number of special features. An 11-litre engine, capable of developing 145 b.h.p. at 2,200 r.p.m. and having a Treasury rating of 57 h.p., will be used, and the equipment will include 88gallon dual petrol tanks with a fourgallon Autovac, a tropical radiator and a War Department spring-type drawbar for trailer haulage. The chassis will weigh 15,600 lb. each.
