Which of the following most accurately describes the problem?

Going into the "Melting Pot."

A minor instance of vacillation is found in the holding-back of the subvention plaques. Promised about two years ago, the issue of these insignia of the "good things" which owners of subvention vehicles were to enjoy has been expected month by month, until the probability of dispatch has been almost forgotten. Exactly why 500 of these fittings, which we know are admirable in design and workmanship, should be kept in store by the War Office, is not apparent. The reasons may transpire later on, and we shall look out for the opportunity to seize upon the facts in due course. The whole scheme is possibly going into the melting pot again, arid the delivery of the plaques to the owners of vehicles which have been registered undeT the temporary scheme of September, 1911, might increase— at least in the estimation of the War Office —the state of muddle in which they are moving. The present uncertain arid unnopular position of the whole 1912 scheme is not beneficial.
