Which of the following most accurately describes the problem?

• National Carriers has been granted authority to transfer 10 vehicles from its South Wales licence to the licence of the associated Alpine Refrigerated Distribution (based at the same operating centre) after environmental objectors failed to attend a Cardiff public inquiry.

Included in National Carriers' bid to renew its licence for 137 vehicles and 114 trailers was a reduction in the number of vehicles to be based at Park Avenue, Skewan, Neath. But Alpine applied to base 10 vehicles and six trailers at Park Avenue.

John Lewis, National Carriers' branch manager, told South Wales LA John Mervyn Pugh that the Park Avenue site had been acquired from British Rail five years ago.

He did not believe it posed any threat to the environment; it was shielded from the road by trees, so that it was not only functional but aesthetically pleasing as well.
