It has produced a 20-minute audio cassette tape that explains the changes in the regulations. It also gives some of the reasons behind the new rules and adds the warning that the EEC countries have agreed to step up enforcement once the new hours are in operation.
To make sure that the listener has grasped the subject, the main points are reinforced by repetition. The tape manages to convey an optimistic message to people who may view the new regulations with apprehension. It points out that the changes are designed to make the rules more flexible and easier to understand.
