Which of the following most accurately describes the problem?

A HUNTLY, Scotland, haulage company was granted additional vehicles last week by the Scottish deputy LA provided that written assurance was given that there would be an increase in maintenance.

The proprietor, Mr Alex Laird, had applied for a licence for 19 vehicles and 10 trailers, seven vehicles and five trailers more than his present haulage fleet.

At the same hearing two vehicles and one trailer were removed from the licence of James Fraser and Son (Transport) of Laurencekirk. In addition, two vehicles were suspended from the fleet of 12 vehicles and two trailers during August. The firm had been called under Section 69 following convictions in January, March and May concerning drivers' hours and records.

One of the partners. Mr Kenneth Adam, told the deputy LA that booklets explaining how proper drivers' records should be kept had been placed in each of the firm's vehicles.
