Which of the following most accurately describes the problem?

L'OLLOWING reports that British 1 trailers entering the Continent are sometimes delayed because European authorities take exception to some small constructional detail, even though the vehicle concerned is covered by a British TIR carnet, the York Trailer Co. Ltd. is offering a new service to overcome the likelihood of costly delays. Operators may now take delivery of a new 'PR trailer from the York works at Corby without the British certificate, but with the guarantee that York will obtain for the trailer the necessary carnet certificate in Holland; also, any modifications required by the Dutch authorities to meet the TIR requirement will be made by York Trailer Europa N.V. promptly and without charge.

The service is offered only for Corbybuilt TIR models in unaltered and undamaged condition, and to obtain the Dutch carnet certificate—which is valid throughout Europe—the vehicle must be delivered to York Trailer Europa at Noldijk 113, Barendrecht, Holland, as soon as convenient after first arrival on the Continent. Normally the certificate will be issued -on the same day that the trailer is handed over at the York depot.
