Which of the following most accurately describes the problem?

CIVIL SERVANTS Nick Denton and Kevin Rooney (pictured) have been appointed as traffic commissioners (TCs) for the South Eastern and Metropolitan and North Eastern Traffic Areas respectively.

Secretary of State for Transport Justine Greening confirmed that the pair will take up their new roles in the spring, replacing Philip Brown and Tom Macartney, who both retired in October.

Denton currently heads the freight policy and lorry charging division at the Department for Transport (DfT), where he has recently worked on an LGV road user charging policy and the trial of longer semi-trailers.

Rooney is head of corporate office and corporate communications at VOSA, where he has worked on projects to develop compliance and road safety.

Denton describes the appointment as an “honour”, and adds: “I am looking forward to taking up the post, and to exercising my new regulatory responsibilities in an independent and impartial way.” Rooney told CM: “The industry is going through tough times and it's more important than ever that fit and proper companies are free to go about their business unhindered whilst those that don’t meet those same high standards are not. I’m looking forward to working with the industry to ensure this is the case.” Road Haulage Association chief executive Geoff Dunning says: “Each TC has to work within a tight regulatory framework, the nature of which is familiar ground for both Denton and Rooney, so I am sure that they will have no real difficulty in adapting to their new roles.” Freight Transport Association (FTA) chief executive Theo de Pencier adds: “Both individuals are well known and are held in high regard by the FTA.” The DfT was unable to say when a permanent replacement for the role of Senior TC, previously fulfilled by Brown, would be announced. At present, North Western Traffic Area TC Beverley Bell is acting up in the role.
