• Allegations by neighbouring residents, that Twiggs (Farm to Freezer) had been breaking environmental conditions imposed on its Licence, have led to the company's appearance at disciplinary proceedings before Eastern Licensing Authority Brigadier Compton Boyd.

However, though satisfied that the conditions had been breached Boyd accepted that it was not because of bad faith. He warned the company to comply with the conditions on its licence between now and next June, when the licence became due for renewal.

The company holds a restricted licence for four vehicles in possession, with one to be acquired. Representations from the residents resulted in conditions being imposed on the licence which required fridge motors to be run by mains electricity, prohibited street parking, restricted the size of vehicles to be operated and times between which vehicles could enter and leave the operating centre, and prohibited maintenance except to the refrigeration equipment.

At a Leicester public inquiry, residents alleged that the conditions relating to the times of operation were being broken. They also complained about vehicles being parked in the street, and about noise.

For the company, Ian Rothera said that vehicles belonging to other operators visited the operating centre, an abbatoir, and Tw-iggs operated other vehicles which were not subject to the operators' licensing provisions.
